The Construction of Constitution




                   Today we shall learn about our Indian Constitution- its framework, members of drafting committees, structures and schedule.

The Construction of Constitution

Constitutional Framework:

*     The Constitutional Assembly , which construct the Indian constitution, formed in 1945 ( on recommendations of Cabinet Mission).
*     Its first meeting was held in 9 December, 1946.
*     In this first meeting Dr. Sachhidanand Sinha was elected as a temporary President of the Constitutional Assembly by unanimous consent.
*    In the meeting of 11 December,1946 Dr. Rajendra Prasad was elected as a permanent President of Assembly.
*     The Drafting Committee of the Constituent Assembly established in 29 August, 1947 in the Presidentship of Dr. B R Ambedkar. The total numbers of this committee was 7 including.
*     It consists of almost 80,000 words and took 2 years 11 months and 18 days to build the Constitution.
*     On 26 November,1949 , after the signature of the President of the Constitutional Assembly, it was declared passed.
*     Since 1930, the day 26 January celebrated as the Liberty Day in all over the India. Therefore, the first Republic Day celebrated on 26 January,1950.
*     It was adopted on 26 January,1949 and embedded on 26 January,1950.
*     Dr. B R Ambedkar was known as the Father of the Indian Constitution.
*     At the time of commencement, the constitution had 395 articles in 22 parts and 8 schedules.
*     Currently there are 12 schedules.

Structure
The Constitution, in its current form (September 2012), consists of a preamble, 25 parts containing 448  articles, 12 schedules, 5 appendicesand 99 amendments, the latest of which came into force on 13 April 2015.

Schedules

Schedules are lists in the Constitution that categorize and tabulate bureaucratic activity and policy of the Government.

First Schedule (Articles 1 and 4) - This lists the states and territories of India, lists any changes to their borders and the laws used to make that change.
Second Schedule (Articles 59(3), 65(3), 75(6), 97, 125, 148(3), 158(3), 164(5), 186 and 221)-  This lists the salaries of officials holding public office, judges, and Comptroller and Auditor General of India.
Third Schedule (Articles 75(4), 99, 124(6), 148(2), 164(3), 188 and 219)- Forms of Oaths – This lists the oaths of offices for elected officials and judges.
Fourth Schedule (Articles 4(1) and 80(2)) - This details the allocation of seats in the Rajya Sabha (the upper house of Parliament) per State or Union Territory.
Fifth Schedule (Article 244(1)) -  This provides for the administration and control of Scheduled Areas and Scheduled Tribes (areas and tribes needing special protection due to disadvantageous conditions).
Sixth Schedule (Articles 244(2) and 275(1))-  Provisions made for the administration of tribal areas in Assam, Meghalaya, Tripura, and Mizoram.
Seventh Schedule (Article 246) -The union (central government), state, and concurrent lists of responsibilities.
Eighth Schedule (Articles 344(1) and 351)- The official languages.
Ninth Schedule (Article 31-B) – Validation of certain Acts and Regulations.
Tenth Schedule (Articles 102(2) and 191(2))- "Anti-defection" provisions for Members of Parliament and Members of the State Legislatures.
Eleventh Schedule (Article 243-D) - Panchayat Raj (rural local government).
Twelfth Schedule (Article 243-W) - Municipalities (urban local government).

1) Bharti Enterprises has acquired a minority stake, to provide affordable Internet access to all, in OneWeb, which plans to offer communication services using satellites by 2019.
2) Facebook has enabled users without an account to sign up for its Messenger app with a phone number. With the latest update, users will be prompted by an option that says "Not on Facebook?" when they open the app. They can then sign up with their name, phone number and a photo.
3) ICICI Bank has announced a reduction of 0.05 per cent  in its base rate with effect from June 26, 2015.
4) Instagram has launched a new revamped Explore tab which features Trending Tags, Trending Places, curated content and also a new Places Search.
5) The government on Wednesday cleared the proposal for the setting up of six new IIMs in the country, which will start offering courses from the coming academic session itself.
6) Investments in India can now be committed without delay, says FM Arun Jaitley. Making a strong pitch for investments in India, Finance Minister Arun Jaitley has asked long-term US investors to start investing without any delay .
7) Low-cost carrier Air Pegasus would launch its Madurai-Bengaluru flight on Friday (June 26, 2015). Ashwin Thomas, Director of Air Pegasus, said that an ATR 72-500 plane with a 66-seat capacity would be operated between this temple city and the IT city.
8) Twitter has announced that the company is launching a product and place pages that allows users to discover and purchase items within the service.

9) The government launched a free SMS service called 'Nowcast' to provide alerts on extreme weather conditions such as hailstorm every three hours to over one crore registered farmers on their mobile phones.
10) Prime Minister Narendra Modi launched AMRUT (Atal Mission for Rejuvenation and Urban Transformation), Smart Cities Mission and Housing for All schemes to ensure basic infrastructure and sanitation in the country adding that two crore new houses will be built for urban poor.

Top News Headlines-22 June"15

1) The government proposed on Monday income tax benefits for people making payments through credit or debit cards and doing away with transaction charges on purchase of petrol, gas and rail tickets with plastic money.
2) A strike called by All India Bank Employees Association (AIEBA) on June 24 to press for the demands of employees of associate banks of State Bank of India (SBI ) has been postponed, said a top union leader.
3) Additional Chief Metropolitan Magistrate (ACMM) Tarun Yogesh remanded Narendar Singh Tomar to judicial custody for 14 days till July 6.
4) Bharat Sanchar Nigam Ltd (BSNL) plans to introduce mobile wallet (m-wallet) over the next two months with State Bank of India as its banking partner. "We expect m-wallet mobicash to be rolled out over the next two months. BSNL has chosen SBI as its banking partner in the project," BSNL CGM (Calcutta Telephones) Amit Bhattacharya said in Kolkata on Tuesday.
5) SBI starts 'Her Ghar Her Car' loyalty scheme.
6) State Bank of  India said on Friday it has launched SBI eforex, an Internet- based platform that enables customers to book their foreign exchange transactions online. The customers will be able to obtain forex rates without having to visit the branch, the bank said in a statement.
7) Extending gains for the fourth straight day, the rupee moved up by three paise to close at 63.52 against the American currency on persistent selling of dollars by banks and exporters on hopes of resumption of foreign capital inflows.
8) Rising for the seventh straight session, the benchmark BSE Sensex on Monday surged by 414 points to 27,730.21 on rally in realty and banks shares as above normal monsoon reignited hopes of an RBI rate-cut. In last seven sessions, the index has gained 1,359.23 points, its longest winning run since February.

SBI Lanched New Scheme- HER GHAR HER CAR Loyalty Scheme

After the Her Ghar loan product, country’s largest bank State Bank of India launched ‘Her Ghar Her Car’ loyalty scheme offering reduced interest on car loans.
State Bank of India on Tuesday said it has reduced interest rates on car loans by 25 basis points for its women home loan borrowers.
The bank is offering the concession under the 'Her Ghar Her Car' loyalty scheme.
"Under this, 'Her Ghar' borrowers can go in for a 'Her Car' loan at reduced rate of 10 per cent per annum," the bank said in a statement here on Tuesday.
Car loans to non 'Her Ghar' borrowers would continue to be at 10.25 per cent per annum, it said.
In April this year, SBI had reduced interest rates on home loans for new women borrowers under the 'Her Ghar' scheme by 25 basis points to 9.85 per cent from 10.10 per cent.
Meanwhile, the bank also launched mCash, which will help its customers to transfer money to anyone without knowing their bank account details irrespective of whether the recipient banks with SBI or not.

New Repo Rate- 2nd June'15


Reserve Bank of India (RBI) governor Raghuram Rajan cut the repo rate by 25 basis points to 7.25% from 7.5% in the central bank's monetary policy review. The central bank kept the Cash Reserve Ratio (CRR) unchanged at 4%.

Definitions of Bank Rates:

Repo rate is the rate at which the central bank of a country (Reserve Bank of India) lends money to commercial banks in the event of any shortfall of funds. Repo rate is used by monetary authorities to control inflation.


Cash Reserve Ratio (CRR) is a specified minimum fraction of the total deposits of customers, which commercial banks have to hold as reserves either in cash or as deposits with the central bank. CRR is set according to the guidelines of the central bank of a country.


Reverse Repo rate is the rate at which the RBI borrows money from commercial banks.
